Part of Germany's territory was ceded to France (Rhineland) and another important part was given to Poland.

1. Because the congress must analyze all the points presented in the new bill, in addition to analyzing whether the law does not contradict the laws already established. In addition, it is necessary to wait for the approval of the executive branch.

2. The system must be optimized because if a bill needs to be made, it means that there is a socioeconomic need in the country that needs guidelines to be established.

3. It is preferable that laws are made quickly, if this is done through an efficient system that minimizes errors and shows positive results for society. Thus having a dynamic legislative system that is highly efficient and less expensive.
