Cells are pretty much everywhere, and since an infection is well, y'know, infecting everything. It should definitely be affecting the nearby cells and stopping them from doing anything which can lead to the many damages an infection can do to your body.
Oxygen, neccessary for cellular respiration, is the answer. As oxygen becomes scarce, your cells begin to aerobically produce very little ATP, in effect fermenting and producing lactic acid.
