water is fired out of the jetpack, as shown in the picture. The rider is lifted out of the water and can move around over the lake.

The height of the rider could be increased by the increase in force of water. The newton's third law says that every force has equal and opposite reactive force.

In the jetpack rocket, the man goes higher due to the force applied by water in the down direction, and the man is going up according to the third law of Newton.
