Under the Articles of Confederation, the central government could:

2) Raise an army.

3) Develop treaties with other countries.

Besides the aforementioned responsibilities, the central government was very limited in what actions they can take. State governments could actually ignore the laws made by the central government if they felt they were unjust. This is one of the main reasons why the Articles of Confederation only lasts for about a decade in America.

Prior to the Revolutionary War, the US experienced a colonial form of government, which differs from a Republic in several significant ways:

The people were at first insecure and didn't want to participate in yet another war, after all, wars are often the reason they escaped to the new world. Eventually, they joined, just like everyone else, and the war began and we all know what happened afterwards, the united states was okay in the end because they won!
