I'm pretty sure this is referring to everyone on the boat, or a group of which includes the author himself.

2.

"The oiler and the correspondent rowed the tiny boat."

I find this funny, because whenever I go to picture it, it makes me imagine a small little tiny boat with 2 huge guys trying to stay on it at once.

3.

"The captain, hesitating in the front, after the boat had climbed a

great wave"

Their boat is super small, and their climbing a giant wave. I'm pretty sure this is irony.

What might happen to writing if paragraphs didn’t exist? How would that affect the reader?

   If writing didn't have paragraphs, it would be so much difficult to the readers. First off, if there wasn't paragraphs, there would be a big block of words to read without pausing.

   The reader will also get bored because its too long. It will also be a problem because whenever theres dialogue, there must be a different paragraph for that. It will have the reader very confused at some point.
