A theocracy is a form of government in which god or a deity is believed to be manifested in the ruling authority. It is believed in this form of a regime that government guidelines are a holy word, and those who not follow them are prosecuted as sinners and face strong punishment. It usually also promote racism to some ethnic group or minority, allowing the ruling ethnic group to discriminate them.
