Arterioles are final branches of the arterial system. Arterioles regulate the distribution of blood in different capillary beds by vasoconstriction and vasodilation in localized regions, because their walls contain circularly arranged smooth muscle fibers.

So the flow through a blood vessel is entirely determined by the pressure difference between the two ends of the vessel, which is the force pushing blood forward through the vessel, and the obstacle to flow.
