Firstly, we must define what the 15th amendment implies. The 15th amendment states that, quote:

"<em>The right of citizens of the United States to vote shall not be denied or abridged by the United States or by any State on account of race, color, or previous condition of servitude.</em>", and that "<em>...Congress shall have power to enforce this article by appropriate legislation</em>."

Essentially, within the fine lines of the definition, two parts of left out. Firstly, the poll tax. The poll tax <em>is a fee that had to be paid to allow for a person to vote</em>. As many prior slaves were not land owners and were poor, they would not be allowed to vote. However, the poll tax also affected many poor whites, and so the literacy tests were implemented, as a <em>overwhelming amount of whites were literate up to a certain degree compared to prior slaves</em>, leading to it being used more.

In August 6, 1965, Lyndon Johnson outlawed these discriminatory voting practices.
