The author has a contradictory opinion about war. First, he states war must stop "we can and should limit the violence and the suffering being inflicted on the civilians as much as possible" and despite this, he then states a retreat is not a good idea since it can have negative effects "resulting political and psychological shockwaves."

Abuse is a cruel or unfair treatment of a person or an animal. It can be physical, emotional, verbal, psychological abuse etc.

Chemical restraint is use of medications in order to restrict someone's behavior or the freedom of movement.

In this particular exemple, we see that a staff person locked a patient for not wanting to take his medicines. Although, it's connected to medicines, from the explanations above, we can conclude that this is noy a case of chemical restraint, but a clear case of an abuse.
