Hypoglycemia is the lack of adequate and sufficient amounts of glucose (simple sugars) in the blood. The minimum required amount of glucose in the infant is between 45 mg/dl - 126 mg/dl.

However, an infant with 40 mg/dl serum blood sugar should be administered with oral feedings either by breast or bottle. There is no need of giving dextrose to the infant, the only condition that could allow that is if the infant rejects oral feeding.
