The only direct votes used to choose a US President are cast by the 538 electors who make up the US Electoral College. Regardless of the candidate that their State chose as their preference, the majority of these 538 are not required by law to vote for any certain candidate. The majority of the 27 States that genuinely make an effort to make sure the Elector casts a vote that is true to the preferences of their voters impose a minor fine.
