The FBI represents the separation of powers, while the NSA represents the boundaries of government. Together they represent the democratic rule of law.

What is a democratic state of law?

 • It is an institutional system.
 • It is what ensures that the entire political body of a country, including citizens, is subject to the norms and laws passed in the region.

Both the FBI and the NSA ensure that the country's norms and laws are followed by all political, social, and economic institutions and people, which makes them represent the democratic rule of law.

In addition, the FBI respects a system of separation of departments, where each one has its role in solving cases and maintains an interdependence between them, being equally important. This is a representation of the separation of powers adopted by the national government.

The NSA, in turn, is heavily regulated by the executive branch, which rigidly determines how far its actions may or may not go. This is a strong representation of government boundaries, which are created by prevailing laws and regulations.
