This passage explains that, as people grew richer, they also grew worried of becoming poor. Therefore, they deviced a plan in which they would pay the poor to steal for them. This way, they would become richer, and the poor would be even poorer.

This explains that society does not reward those who are good and perform good deed, but those who take advatange of their situations and the people around them.
