Teasing can be a little on the mean side; but, the intention behind it isn’t to hurt you. The person is making a joke and genuinely doesn’t expect you to be hurt or humiliated by it. A little bit of embarrassment is usually part of it; but, ongoing humiliation, namely of the sort that you’re still going to feel in an hour, is not. If you are hurt, they stop. Hopefully, they apologize; but, whether they do or not, it doesn’t continue past that point because the person is not trying to hurt you. Teasing is something done between friends and family, or at least between people on friendly terms.

In contrast, bullying is done with the intention of causing a person to be angry, humiliated, frustrated, intimidated, helpless, upset, etc. Regardless of whether or not the person is joking, they aren’t expecting you to find it funny. Rather, s/he fully expects you to not be amused and to be unhappy about it. There is no such thing as nice bullying. There are cases of peer abuse where the perpetrator acts friendly, with the intention of concealing his/her true message from those around them. Examples include when one student has been harassing another and, one day, s/he compliments his/her hair or outfit. Obviously, this is not a genuine compliment, intended to build confidence and express genuine appreciation/respect.

Teasing can be done by friends in a playful manner. It's making a joke about ones actions or speech without any ill will, and is often camouflaged in the way teens speak. Bullying is constant harassment. It's making another person feel bad without care for the  consequences. Bullying can take many forms: physical, mental, psychological, and even cyber. Bullying is very easy to spot as well.
