Personal letters are written to loved ones. Examples: friends family and relatives

Official letters are written to an authority, a company, or like a office

Ok so i just found out the right answer. I know im probably really late, but at least any future people will have it! so its b and c because a colon can only correctly be used after a complete sentence and b and c are the only correct uses of a colon. also d couldnt be right because thats a semicolon not a colon and they have different rules for a semicolon.
