The fall of the Roman empire and the Han dynasty were similar because both experienced social unrest during their collapse, as well as problems with taxes.

Explanation:

Gupta didn't have enough military funding, so the people were taxed. The Han Dynasty members were exempt from taxes, which outraged the common people. Rome had countless tax revolts which led to a huge collapse in its empire. For all of these empires, it was difficult to even get tax money, because the poor were taxed, and had very little money to pay taxes anyways. As all of these empires collapsed, the people began new movements, and acted differently due to a lack of "government".
