Answer:

It only takes a chaotic setting for an ordinary person to do a great deed. Since he claims there is no longer a difference between the rich and the poor in such a situation, the speaker makes it obvious that he is primarily concerned with the common folk. Next, he comments on how helpful cartmen are. Though he has heard that some people have charged others for assisting sufferers and he thinks this can be real, he has not observed people doing so, so he sets a potential for regular people being heroic. He has witnessed people helping others without expecting anything in return. That's why what they did was heroic; it was the right thing to do.
