Explanation:

Ecological succession is the process by which an ecological community's species composition changes over time. A forest's development would be started by the pioneer species. Pioneer species establish themselves first in previously not utilized area. They pave way for the other species. The new species can either harm the pioneer species or coexist with them. Over the time more and more new species arrive forming a network of species in that ecosystem.

The final stage is the climax stage where the species composition becomes stable in that area and does not change until an external factor comes into picture. Since the question is talking about forest development the climax stage would consist here of the climax forest.
