The Mayflower Compact follows a format that is strikingly reminiscent of the written contracts that the Pilgrims used to found their Separatist churches in England and Holland.

Each church's male adult members made the decisions of how to worship God under these agreements. Additionally, they chose their own pastors and other church officials.

The Mayflower Compact used this concept of religious self-government as a guide for establishing governmental self-government.

When the colonists agreed to the Mayflower Compact, they had no intention of claiming their independence from England. To enact "fair and equal Laws... for the public interest of the Colony," it only linked the signers to a "Civil Body Politic."
