The first way that I think police agencies need to do to control behavior is to prevent the fire instead of putting out the fire. What I mean by this is that agencies should take an in-depth look at their hiring process and perform an extensive evaluation of potential officers before they are hired.

Good management comes from engaged law enforcement personnel who take ownership and lead efforts to improve the way their agencies function.
