Together, pneumonia and influenza constitute the seventh-leading cause of death in the US and the fifth-leading cause of death for people over 65. (National Vital Statistics Report, 2001). Respiratory infections are the main reason for infection-related deaths in people over 65 in the United States.

In this theory, the much of powers is given to states, whereas limited powers are mentioned in the Constitution for the Federal government.
