According to Rousseau,  the person is only learning to rely on the larger community for answers .

The Social Contract of Rousseau

According to Rousseau, if a person (the minority) refuses to abide by the social compact or general will (the majority) through the use of their own particular will, it must imply that they are unable to make moral decisions on their own and require the assistance of the collective in order to join the social compact and conform to the general will, as the general will signifies what is best for everyone, leading to the phrase "to be forced to be free." In other words, Rousseau completely trusts his idea of the general will since he thinks that the common good pertains to the entire community rather than just one specific characteristic of an individual.
