What John Proctor means by this example of hyperbole is that his wife Elizabeth has such a great sense of justice, that if she were measured by the cold, she would be able to freeze a beer.

In the scene from the book "The Crucible" the one who is acting more reasonable in this scene is Elizabeth, due to the fact that John lied to Elizabeth in this part of the story.
