Education reflects a nation’s culture. Although their cultures differ in many ways, in both soviet Russia and Japan, a great effort was put into enforcing uniformity.

Russia and Japan both form a centralize government and control their citizens. The centralization of the educational system in Russia has resulted in a decline in the number of languages taught in schools there.

This, in turn, can be understood as a component of a larger effort to foster national unity by uniformity, through the diminution of the nation's linguistic and cultural diversity, and at the same time, by simultaneously emphasizing the primacy of the Russian language. Japan also focus on homogenization of their culture.
