The Bipartisan Budget Act of 2018 - Public Law (P.L.) 115-123, which includes the Family First Prevention Services Act (FFPSA), was signed into law on February 9, 2018.
The FFPSA modifies the Title IV-E foster care program as well as the Title IV-B, sub parts 1 and 2 programs.
The Family First Prevention Services Act (FFPSA) will improve support services for families in order to help children stay at home and reduce the use of unnecessary congregate care placements by expanding prevention options, increasing oversight and requirements for placements, and pursuing the requirements for congregate care placement settings.
<h3>The Family First Prevention Services Act (FFPSA) intends to:</h3>
- Aid prevention services. The law allows states and tribes to claim federal financial participation for providing an array of approved foster care prevention services to eligible individuals in order to strengthen families and keep children out of foster care.
- Provide assistance to kinship (relative) caregivers by allocating federal funds to evidence-based Kinship Navigator programs that connect relative caregivers to a wide range of services and supports that will allow children to remain safely with them.
- Creates new requirements for youth entering residential treatment programs and improves the quality and oversight of intensive and trauma-focused services.
- Access to family-based aftercare services for children at least six months after discharge from STRTPs is required.
- Enhance services for older and transitional youth.
