The setting of the story in paragraph 3 of The Refusal shows that:

  • There was a great distance between the geographical location of the capital city and the town. This meant that the government was not really aware of the needs of the people and this must have weighed the people down.

How does the setting affect the characters?

The setting of the story describes the far distance that separated the small town from the capital city. The government was bent on intimidating the people and that was why they made things difficult for them.

The far distance was one such example. Also, the presence of soldiers was another distracting factor.
