The reason why people classify governments by the number of people who can participate in the government is because:

The number of people that participate helps to inform or tell if its democratic or a dictatorship  and the more people, there is found to be more opinions.

Note that it is vital for Citizens who are said to  possess some set of rights and responsibilities, to also participate in decisions that affect  all of the public.
