By September, the Bolsheviks under Vladimir Lenin's leadership had secured majorities in the soviets of Moscow and Petrograd and were gaining support from the army and starving urban workers. They overthrew the government and took control of key locations in October, staging an almost bloodless revolution known as the "October Revolution." After making vain attempts to put together an opposition, Kerensky left the nation. A new government made up primarily of Bolsheviks was approved by the soviet congress.
