Given that,

Izzy and her 3 siblings ( 4 members) pick 28 and more each.

If we consider 28 then they will remain with 18 each after saving for themselves.

Now 18 × 4 = 72 which is not possible to divide into 10 for neighbors.

So,

They need to take at least 30 oranges so 20 × 4 = 80 oranges can be divided into 10 neighbors as 8 each.
