During the American Civil War, the Union was conquering more fights in the West. The Confederates were also winning more fights in the East.

In the United States, there was a civil conflict called the American Civil War. It was fought between the Confederates, which was made up of seceding states, and the United States. The main issue that sparked the conflict was whether to allow slavery to spread into the western borders, creating more slave republics, or to forbid it from doing so, which, according to popular belief, would put slavery on the path to eventual extinction.

The regular workers was prospering the extent that residents were concerned.  

Likewise with any modern insurgency, it was the same in the United States of America, a country that was prospering at the  times and firmly building up, that there would be another class of specialists who needed to do the modest assignments noone else needed to do yet were required to be done on the off chance that they needed to have an effective industrializaiton of their nation.  

Therefore the appropriate response is the average workers.
