The same law must have a majority vote in both the House and the Senate in order to pass and be sent to the President for signature. If a law is vetoed by the president, it can be overridden by passing it again in each chamber with at least two-thirds of each body voting in favor.

<h3>Why did the Founders make passing laws challenging?</h3>

The framers purposefully made it difficult for Congress to pass laws because they were giving it a variety of new powers that it did not have under the Articles of Confederation and because they intended to safeguard federalism and the states by making it difficult for Congress to pass laws.
