Cultural beliefs are values that individuals and groups of people learn and pass along. Individuals know various subsets of a culture's knowledge, which results in a range in their level of cultural competence because the amount of information in a culture is too great for any one person to master. Aesthetic, social, symbolic, spiritual, and educational value were the five categories used to break down Cultural beliefs for assessment.

To identify, evaluate, and develop ethical arguments from a variety of ethical positions is to engage in ethical reasoning. An ethical reasoning course is one that incorporates ethical issues into the intellectual work required for the course, which may be helpful for the purposes of this application.

With the exceptions mentioned below, within each category, the scores are added, multiplied by ten, and divided by the total number of questions within the category. In a few cases, an answer yielding zero for one question voids another question; e.g. if the elections for the national legislature and head of government are not considered free (question 1), then the next question, "Are elections... fair?", is not considered, but automatically scored zero.
