Hawaii has a problem with bullying due to the effects that the act would have on the persons that are the targets of bullying in the state.

Bullying is a pattern of aggressive behavior in which a person (or group of individuals) in a position of authority targets a person with the purpose to harm him or her physically or psychologically. Bullying behaviors can be either physical or verbal.

During adolescence, as they develop their social abilities and become adults, many young people can be cruel to one another. There is a distinct difference between confrontation and bullying, even though these exchanges are unpleasant.
