Even though it isn't addressed in the Constitution expressly, Congress is given the implied authority to create national banks by the Necessary and Proper Clause. The bank is a "necessary and proper" method for Congress to manage the nation's financial concerns.

The McCulloch v. Maryland judgment of the Supreme Court is one of the first and most important ones about federal power (1819). The Supreme Court determined that Congress has implied authority because of those indicated in Article I, Section 8 in this case. Congress could create a national bank by using the "Necessary and Proper" Clause.
