In the membrane potential at rest, there is a higher concentration of K⁺ inside the cell membrane of the neuron and a higher concentration of Na⁺ outside.

Membrane potential is the difference in the electric potential between the inner side of the membrane and the outer side. At rest, the inner side usually negative while the outside is positive. It is the difference in the concentrations of ions on both the sides that brings out the electric potential difference.

A neuron is the nerve cell present in the body to receive and transmit the signals. It has  cell body with dendrites emerging from all over it. One side has a long axon with the axon terminal at the end.
