A long bill of rights was included in the original 1876 Constitution. By hosting a Constitutional Convention in Austin in 1875, Texas's new Democratic governor, Richard Coke, and the legislature tried to repeal Reconstruction measures, decentralize power, and reclaim political dominance in the state during the 1873–1875 period of economic distress. In 1883, the Supreme Court invalidated the 1875 Civil Rights Act on the grounds that Texas's enterprises were not covered by the Constitutional .
