In his satire, Swift is criticizing the English government and the wealthy for creating poverty in the Ireland.

Swift is said to write a proposal in order to help Ireland's poor become less of a burden to the rich only. So, here it is pure sarcasm, and what he is actually doing in his satire is that he is criticizing the wealthy for exploiting the poor and as it  which was also a cause of poverty.

However, in "A Modest Proposal," Jonathan Swift is said to be criticizing the wealthy, especially the politicians, landlords, and also the clergy. Thus, he tends to see them as the ones who, instead of using their power to help poor, they use it to make their situation even worse.

Hence, 'A Modest Proposal' is said to use an approach called satire to make its point.

The scientific pursuit of knowledge came to be much later on, a few centuries indeed. The thing was that during the 800s, there were perhaps a handful of individuals around Europe who were doing scientific discoveries, with a major shift happening only after a few centuries later.
