He had thought that the US would set an exemplary moral standard, but his international crises dashed that dream.

Wilson opposed U.S. territorial expansion into other countries and sought to bring the country back to its limits since he was an anti-imperialist and non-interventionist. He was opposed to all types of American engagement abroad, including military and economic ones.

Wilson stated in a statement soon after entering office that the United Republics aspired "to develop the goodwill and merit the trust" of the Latin American states, but he also made clear that he thought "fair governance" had to be based on "the consent of the governed."
