Buchanan contended that part of Mexico is viewed as a region of Texas. Parts of Texas can be discovered way beyond the Rio Grande and despite the fact that he believes that Texas isolated themselves from Mexico, he thinks that they claim parts of each other. All of those have in common the aspect of a multilateral agreement between countries that attempts to avoid war and also protect other countries sovereignty.
