Luther believed that the Bible could only be read, interpreted, and taught by Catholic priests. All Catholics had to adhere to the Pope's interpretation of the Bible as the sole legitimate one.

Note that Luther thought that Rome was purposefully creating fairytales that had nothing to do with the Bible. Rome represented greed. Look to the Bible, not the Pope of Rome, said Luther. In order for people to compare what the Bible actually said to what the false Pope of Rome claimed was in the Bible, Luther later translated portions of the Bible into German.
