Straight bankruptcy refers to a liquidation process in which all of the bankrupt's non-exempt property is gathered and distributed to creditors.  In a straight bankruptcy, the debtor must turn over all of their assets to the court, which will distribute them among the debtor's creditors and discharge the debt.

The debtor looks to rehabilitation and reorganisation, instead of insolvency, and also the lender appears to look to future income of the bankrupt, rather than assets owned by the bankrupt, to satisfy its claims. This is how the borrower recovery provisions of the Act differ from plain bankruptcy.
