Saint Frances and his following respected and venerated poverty.

This means that one the one hand, they did not discourage people to them by having unnecessary riches and on the other hand poor people could identify with him and with his followers.

Seperation, however it is used (even seperate but equal), implies that the group that created this law wishes that it is a more superior group, and that those who are more affected by the law are inferior. However, there are certain cases that separation does not mean inferiority, but in most cases (especially one's that affect the public & is part of history), yes it does.
