The Ten Percent Plan was the first official Reconstruction policy unveiled by President Abraham Lincoln during the Civil War.

By proposing comparatively lenient conditions for Confederate states to quit the Confederacy and rejoin the Union, President Lincoln's strategy, which was unveiled in December 1863, attempted to end the war sooner. This strategy was designed to help Arkansas Unionists start the process of creating a new, obedient state government that would be acknowledged by federal authorities.

Arkansas was divided between areas under Union authority and those under Confederate control after Little Rock (Pulaski County) and Fort Smith (Sebastian County) fell to the Union troops in 1863. The U.S. Army's triumph gave Unionists more confidence, and they set out to make sure that Confederate control of the majority of Arkansas was permanently lost.
