Mikhail Gorbachev was a Soviet leader. Gorbachev was the Communist Party of the Soviet Union's last general secretary (1985-91) and the Soviet Union's last president (1990–91). Gorbachev supported democratic reforms as both general secretary and president.

Glasnost and perestroika were the two policies of Gorbachev.

He emphasized the importance of faster political personnel turnover and a democratization policy that allowed multiple candidates and non-party members to run in political elections. This report was so popular in Prague and Berlin that many people were unable to obtain a copy.
