From 1992 through 2002, smoke-free restaurant ordinance campaigns were held in 15 Wisconsin cities. Each campaign's organizational qualities of the community and health coalition were different; six out of the nine campaigns that succeeded in passing ordinances also failed.

Information on coalition and community characteristics was examined. Adjusted gross income, the proportion of Democrats who voted in recent elections, and county smoking prevalence were among the community variables.

The number of known supporters, leadership experience, extent of print news media coverage, and editorial stance of local newspaper were among the coalition features.
