Because the "culture of poverty" thesis tends to blame the poor. This theory broadens the ideological concept of the cycle of poverty. It was carried out by Goode and Eames who argue that despite programs that help people out of poverty, the result will be limited because poverty is maintained by the individual characteristics of people, who interact with environmental factors.
