Andy is right, because is 39 closer to 40 or 30?
Of course 40, so that is why Andy is right.

2,640,000. Because the 4 is in the ten thousands place and should be rounded up

First, you would create an equation for this problem.
-27 + 13

Now, all you would have to do is solve it.
-27 + 13 = -14

By 2 pm the temperature was -14 degrees.
