A citizen becomes involved in the policymaking function of local government by learning about local issues

Policies are what the government or authority of a country says and does. Policymaking refers to how the government takes a decision about what will be done to tackle perceived problems.

Further Explanation

When citizens have a broad knowledge or are informed about local issues, they will have the mental ability to participate in policymaking.

For citizens to participate in a policymaking, they have to fully understand the problem facing their locality and how it can be effectively tackled.

Policymaking is also a process that involves government and stakeholders or non-governmental organizations. When the government and non-governmental organizations come together to interact on matters perceived to be problems within the locality, the outcome of their discussions is what is called policy.

Before the government can create any policy, there must have been a problem that requires its attention. For example, illegal immigration was a serious problem until when the government created some policies to address the situation in the 1990s.

Another example is a crime, there is a certain degree of crime in America but whenever it rises significantly, it becomes a serious issue for the policymakers to look into. The government can also create policies to address flooding and some other problems confronting a country.
