Roosevelt used repetition in his Pearl Harbor Address in order to emphasize the threat posed by Japan. By repeating the words "Last night Japanese forces attacked..." several times, he was trying to intensify and stress the gravity and severity of the threat posed by Japan, so Congress would make the declaration of war and the American people would endorse such declaration.
