In my experiences of cooking u should always i mean always sanitize your cooking tools and cooking work place before u do anything and after words.Because if u dont them that raw meat can get salmonella,along with many other diseases which can make u sick or in extreme cases kill you.

so the answer is always before and after you've cut the bird/poultry.
